Howard worked 35 years for IDOT before retiring and signing on with Brown County. There are currently 7 employees with Brown County Highway Department.

Established on February 1, 1839, Brown County was originally a part of Schuyler County for nearly 15 years. The County is named for Jacob Brown, Major General during the War of 1812, who won distinction at Sackett's Harbor, Chippewa and Niagara.
