James Piekarczyk received his degree in Civil Engineering from the University of Illinois. Following his graduation from UIUC in 1975, Jim worked as a consulting civil engineer in the private sector until his appointment as County Engineer for Kankakee County in 1982. Jim is a past president of ARTBA-TOD, NACE Legislative Committee Chairman and former Region 5 County Road Advisor to the FHWA.
