John Massa received his B.S. in Civil Engineering from Southern Illinois University Carbondale in December 1991. He worked for the Illinois Department of Transportation in District 2 from March 1992 through June 2003, in the Bureau of Project Implementation, Construction. John started as Rock Island County Engineer in July of 2003.
